VACANCY NOTICE – COUNTRY PROGRAM MANAGER, TANZANIA

Duty Station: The Eastern Africa Grains Council (EAGC) invites applications to fill the position of Country Program Manager-Tanzania to be based in Dar es Salaam, Tanzania

Reporting to: Executive Director

Supervises: In-country Team (Program Officers, Field Officers, Program Admin Assistants)

The Eastern Africa Grain Council (EAGC) is a membership-based organization registered in Kenya with country offices in Rwanda, Uganda, Tanzania, Burundi, Ethiopia, South Sudan, Malawi, DR. Congo and Zambia. Our members are key stakeholders and players in the grain value chain including
cereal growers, millers and processors drawn from within the Eastern Africa Region and beyond. Our core mandate is to develop and promote orderly structured marketing systems and provide market information for grains to reduce transaction costs and eliminate barriers to regional trade.

We seek to fill the advertised position with an individual whose main responsibilities will be implementing EAGC’s strategy at the country level towards growing the Membership of the organization and sustainability of its interventions in Tanzania.

Reporting to the Executive Director, the successful candidate will be responsible for the following duties amongst others:

  • Develop and implement the country’s strategic and annual work plans that are aligned to the EAGC overall strategic plan which broadly cover the following EAGC service areas: (1) Structured Trading Systems & Trade Facilitation; (2) Market Information Systems; (3) Membership, Events & Communication (4) Capacity Building – the Grain Business Institute; (5) Policy Advocacy; and (6) Resource Mobilization.
  • Supervise and guide the country team in the delivery of EAGC services and implementation of projects.
  • Market and position EAGC as a preferred partner to donors and other stakeholders and in this manner promote fundraising efforts.
  • Play an active role in the development of fundraising/grant proposals, fee-based services, and other income-generating activities aimed at the achievement of the country’s strategic plan.
  • Develop and implement a membership recruitment and retention strategy including management of relationships and ensuring member satisfaction through regular contact and prompt resolution of arising issues.
  • Take a leading role in the in-country execution of EAGC events such as the annual Agribusiness Expos; mobilizing delegates, sponsors, and speakers for the biennial African Grain Trade Summit and other similar activities.
  • Lead and supervise the project team to deliver project objectives agreed with the development partners.
  • Work with the Communication team in the development and implementation of the in-country communication and marketing strategy for projects and other initiatives including EAGC’s services.
  • Supervise the collection and dissemination of RATIN-based market information to stakeholders.
  • Work closely with the M&E manager to design, develop, and implement project reporting templates and other data collection and analysis tools that may be required from time to time.
  • Provide guidance and leadership in the development of field activity work plans and reports.
  • Working closely with the Programs Administration Manager, recruit, train, supervise, appraise & develop country/project staff.
  • Work closely with the Programs Administration Manager on procurement matters while taking the lead in initiating project activity-oriented procurement in line with EAGC’s Procurement policy.
  • Manage all project activities within allocated budgets and wherever necessary make suggestions on budget reallocation to the development partners Represent the Executive Director in national forums.

Decision-Making and Authority Levels

  • Development of ToRs for consultancy assignments such as surveys, studies, etc
  • Representation of EAGC in technical working groups and such forums.
  • Authorization of in-country work plans.
  • Review (first-level approval) of in-country activities (through Activity Recommendations – ACRECs), related costs, technical (back-to-office reports) and financial reporting (imprest surrenders) by staff.
  • Review (first-level approval) of procurement requests (requisition vouchers and bid analysis forms) at the country level.
  • Development and sign-off of in-country project budgets.
  • First-level approval of payroll expenses.
  • Appraisal of in-country program staff.

Academic and Professional Qualifications and experience required

  • Minimum university degree in economics, business administration, agriculture, agribusiness or related agricultural field is required. A master’s degree will be an added advantage.
  • At least 7 years of relevant work experience.
  • Experience in working with agricultural sector stakeholders.
  • Strong research, numerical, analytical, and critical thinking skills
  • A good understanding of the dynamics of the grain sector in Tanzania. Knowledge of the agricultural sector around East Africa is desirable.
  • A high degree of integrity and professional attitude.
  • Networking skills – an ability to develop a close & and strong relationship with a variety of stakeholders and partners.
  • Excellent organizational, coordination, and time management skills. Ability to multi-task
  • Excellent oral and written communication skills (English & Kiswahili).
  • A problem solver; team player; independent thinker and self-driven person who takes initiative. Able to work under minimum supervision.
  • Demonstrated knowledge in the use of MS Office suite particularly for analytics, reporting and presentation.
  • Ability and willingness to learn and be coached.
  • Ability to work in a fast-paced environment and under pressure.
