Introduction
The Eastern Africa Grain Council (EAGC). EAGC is a regional, not-for-profit council of firms and organizations in the grain value that is “the leading voice of the grain industry in Africa “whose mandate is “to facilitate efficient structured, inclusive, sustainable and profitable grain trade” through various interventions and programs that include; policy research and advocacy, provision of market information, training and capacity building as well as developing structured grain trading systems.
We seek to fill the above position with an individual whose main responsibility is to provide strategic leadership, coordination and oversight of EAGC’s Trade Policy Research, Advocacy & Market Information Systems (MIS), market intelligence, functions for creating an enabling policy environment for EAGC members and stakeholders
Reporting to the Head of Programs, the successful candidate will be responsible for the following duties amongst others:


A: Trade Policy Research & Advocacy

  • Develop, review and implement EAGC’s Trade Policy Research and Advocacy strategy and work plan, aligned with the organizational strategy and Strategic Plan, and maintain EAGC’s Policy Advocacy Agenda based on member and stakeholder priorities, emerging issues and evidence.
  • Lead policy and trade research and analysis by monitoring and analyzing relevant national, regional and international policies, legislation, regulations, standards and strategies; conducting or commissioning research; and integrating MIS and market intelligence into evidence-based EAGC policy positions.
  • Translate policy research and analysis into actionable knowledge products, including policy briefs, position papers, technical papers, reports, publications, background papers, concept notes, briefing materials and other advocacy products on priority grain trade, policy and regulatory issues.
  • Coordinate stakeholder engagement and policy dialogue through member and stakeholder consultations, surveys, national and regional forums and other platforms, bringing together policymakers, regulators and grain-sector value chain actors to advance EAGC’s policy and trade priorities.
  • Represent EAGC and lead strategic policy advocacy, including participation in national, regional and international policy and technical forums; building relationships with key policy and trade actors; communicating EAGC’s advocacy messages; and working with MIS, communications and media partners to strengthen visibility and influence of EAGC’s policy work.
  • Coordinate and strengthen value chain policy engagement through the establishment and effective functioning of value chain development committees for cereals, pulses and oilseeds, and monitor policy developments, commitments and agreed actions to ensure appropriate EAGC follow-up and engagement.
  • Lead the technical and policy preparations for the biennial African Grain Trade Summit (AGTS) and other high-level policy forums, including development of agendas, background papers, briefing materials, presentations, policy papers and outcome documents.
  • Support capacity building, resource mobilization and reporting by providing technical expertise to the Grain Business Institute, serving as a resource person and leading policy research assignments; identifying and pursuing funding opportunities through concept notes, proposals and budgets; and preparing periodic reports for senior management, the Board, development partners, members and other stakeholders.

B: Market Information Systems & Market Intelligence

  • Develop, review and implement EAGC’s MIS and Market Intelligence strategy and work plan, aligned with the organizational strategy and Strategic Plan.
  • Provide strategic oversight of EAGC’s MIS and digital platforms, including RATIN, CI4G, G-Soko, GHuBs, mobile applications, SMS platforms, websites, databases, ERP and EDMS, ensuring they are secure, reliable, functional, fit for purpose, continuously improved and maintained at a minimum of 99% availability.
  • Oversee the collection, validation, integration, management and analysis of market and climate information, including grain prices, volumes, trade flows, supply and demand, cross-border trade, CI4G data and G-Soko transaction data, drawing on information from country teams, members, industry partners and other credible sources.
  • Lead the development, analysis and timely dissemination of market intelligence and knowledge products, including Grain Watch reports, seasonal supply and demand analyses, cross-border and regional market reports, price trends and G-Soko trade analyses, using appropriate channels including web, mobile, SMS, email, publications and stakeholder forums.
  • Provide technical support to EAGC country teams and programs on MIS implementation, data collection, analysis and market intelligence, and provide technical expertise to the Grain Business Institute, including delivering training and leading MIS and market intelligence research assignments.
  • Develop and manage strategic partnerships with MIS, data, technology and market intelligence providers, including management of data subscriptions such as RATIN, and identify opportunities for advertising, data services and other revenue-generating activities through
  • EAGC’s MIS and digital platforms.
  • Identify and pursue resource mobilization opportunities by developing concept notes, proposals and budgets to support MIS, market intelligence and related EAGC strategic priorities.
  • Prepare and disseminate periodic MIS and market intelligence reports for senior management, the Board, development partners, members and other relevant stakeholders.

C. Decision Making & Authority Levels

  • Planning and budgeting: Develop and recommend MIS, Market Intelligence, Trade Policy Research and Advocacy work plans, departmental/project budgets and related Terms of Reference for research, surveys, studies, consultancies and other technical assignments.
  • Activity and financial oversight: Approve departmental activities within delegated authority and undertake first-level review and approval of ACRECs, related costs, technical/back-to-office reports and financial accountability documents.
  • Procurement oversight: Undertake first-level review of departmental procurement requests, including requisition vouchers and bid analysis forms, in accordance with EAGC procedures.
  • Technical and external representation: Represent EAGC in approved technical working groups, policy forums, stakeholder engagements and other relevant platforms.
  • People management: Supervise, guide and appraise departmental staff and recommend staff development and performance improvement actions.
  • Partnerships and resource mobilization: Recommend strategic partnerships, technical collaborations and resource mobilization opportunities to management.
  • Escalation: Escalate matters requiring executive, financial, legal or policy approval in accordance with EAGC’s governance and delegation of authority framework.

D. Academic and professional Qualifications and experience required

  • Minimum university degree in economics, business administration, agriculture, agribusiness, or related agricultural field is required. Master’s degree will be an added advantage. Experience working at EAGC or similar Industry Associations is highly desirable.
  • At least 10 years relevant work experience.
  • Experience in working with agricultural sector stakeholders.
  • Strong research, numerical, analytical, and critical thinking skills
  • In-depth understanding of the dynamics of the grain sector
  • Networking skills – an ability to develop a close & strong relationship with a variety of stakeholders and partners.
  • Excellent organizational, coordination and time management skills. Ability to multi-task
  • Excellent oral and written communication skills (English & Kiswahili).
  • A problem solver; team player; independent thinker and self-driven person who takes initiative. Able to work under minimum supervision.
  • Demonstrated knowledge in use of MS Office suite particularly for analytics, reporting and presentation.
  • Ability to work in a fast-paced environment and under pressure.
